"the average recipient usually runs low on funds after the second week."
That's probably true. My granddaughter gets SNAP and blows it on snacks and sodas within the first 2 weeks, and then they use the SNAP from the next recipient for more snacks and sodas.
There are 11 people in the same house (mostly gang members), and most get SNAP and they've found a store that gives them 50% in cash for their food stamps.
All told, they get almost $3000 per month in food and cash aid to live on, and they burglarize the neighborhoods for extra cash.
PS - My granddaughter is not welcome in my home any more because of her filthy language, but at 19, she's made her choices in life.
